A key requirement of the planning system is to demonstrate how and why plans have been produced. In doing this it is necessary to consider the guidance and information contained in a wide variety of documents. This is collectively known as the 'evidence base'.
This page will list the documents the Black Country local authorities are using in the preparation of the Core Strategy. The information in these documents is being used to guide the preparation of the Core Strategy's aims, objectives and detailed policies.

This list contains reference to national, regional and local level documentation. National planning guidance is usually in the form of Planning Policy Statements and Planning Policy Guidance notes, and can be viewed on the
Department for Communities and Local Government (DCLG) website. The regional documents listed have been prepared by the West Midlands Regional Assembly (WMRA), and these can be viewed on the
WMRA webpage. A lot of the local level documentation has been prepared by the four Black Country local authorities or by the Black Country Consortium. Each document can be viewed by either following the relevant pdf attachments on this page or by following the links to the relevant web pages.
